Rules for Persons with Special Needs

Passengers with Reduced Mobility

All services published on the website, displayed in the office, and/or through the Fly24.bg software are subject to the availability of service providers, conditions, and transport rules (including passenger transport rules imposed by the airline) and will be further applied to the General Terms and Conditions set by Fly24.bg.

The service providers' conditions may include provisions regarding various boarding procedures, duties (if applicable), or other restrictions. Fly24.bg is not responsible for the enforcement of these rules, but out of concern for its customers, to prevent and eliminate discrimination and ensure equality for persons with special needs, it informs you as follows.

Your transport contract with the airline providing your air transport, whether international, domestic, or part of international travel, is subject to this notice, as well as all other notices or individual conditions of the carrier, rules, and applicable policies.

The carrier has the right to refuse transport to passengers who do not comply with applicable laws or who do not timely present all necessary documents and information regarding special needs.

Acceptance for travel of persons with disabilities is based on the following factors:

  • The ability of the service agent to provide such services (necessary equipment, trained personnel).
  • Restrictions (i.e., maximum PRM restrictions on board by aircraft type, acceptance on board certain categories of PRM).

To ensure the comfort of travel for persons with reduced mobility, several factors must be considered, such as the person's health condition, requested equipment, affected airlines, and maximum restrictions by aircraft type.

In this regard, any special service for persons with reduced mobility must be requested at least 72 hours before the flight to allow the carrier to organize and complete the necessary arrangements. Typically, these requests are communicated to the agent during ticket booking, who enters the necessary information into the passenger's reservation. Failure to comply with this rule may result in the cancellation of the flight reservation by the airline.

For persons suffering from certain diseases and considered medical cases, airlines will request medical data regarding the passenger's health condition. A special MEDIF form must be completed by the passenger's attending physician and presented to the company.

Forms can be found on the official websites of the airlines operating the specific flight or can be requested through the agent during booking. After being completed by the attending physician, the forms must be submitted to an email address found on the official websites of the airlines operating the specific flight or can be forwarded through the agent who made the reservation.

Please inform us to what extent your mobility is reduced. There are three internationally recognized wheelchair categories to determine the degree of disability:

  • WCHR - Wheelchair Ramp: The passenger requests a wheelchair only for long distances; they are capable of climbing stairs independently.
  • WCHS - Wheelchair Steps: The passenger cannot climb stairs but can walk short distances independently.
  • WCHC - Wheelchair Cabin: The passenger requires constant assistance and cannot move on board without the help of another person - their own wheelchair is constantly needed.

If you are traveling with your wheelchair, please inform us of its weight, dimensions, and other special features (e.g., foldable/non-foldable, sports/electric-powered, etc.).

Electric battery-powered wheelchairs are accepted for transport by airlines under special conditions. Non-spillable batteries (dry or gel batteries) may remain attached to the wheelchair but must be secured, disconnected, and their terminals insulated before boarding the aircraft. Wheelchairs with wet or lithium batteries are not accepted for transport.

The transport of mobility equipment (wheelchair, hoists, other assistive devices) for persons with reduced mobility is free of charge. They are transported only in the cargo compartment.

Passengers with Partial Hearing or Vision Impairments

The passenger must inform about their impairment during booking to convey the information to the airline, which will organize the necessary assistance. Passengers with hearing or vision impairments do not require a medical certificate.

Passengers with multiple sensory impairments (vision and hearing) must be accompanied during the flight.

Passengers with reduced mobility or sensory impairments can express their preferences for the seat occupied on board, but for flight safety reasons, these preferences may be limited to certain rows or seats (e.g., rows with emergency exits).

Passengers with vision and hearing impairments can be accompanied by guide animals (dogs). The transport of service dogs is accepted free of charge. Passengers traveling with service dogs must inform about this during booking.

Conditions for Accepting Service Dogs on Flights:

  • Weight and size may be restricted.
  • The passenger must have a certificate confirming the status of "Guide Animal".
  • The animal is not allowed to move throughout the airplane.
  • The animal is not allowed to occupy a seat.
  • The animal must be muzzled and on a leash.

Fly24.bg is not responsible and cannot be claimed for compensation if the passenger did not fly or was denied boarding due to the untimely provision of information about special needs.

If your route includes transport with different carriers, you should inquire with each carrier separately for information regarding the rules applicable to persons with special needs.
